During the Silk Road investigation, the former United States Drug Enforcement Agency (DEA) agent Carl Mark Force IV was declared guilty for stealing Bitcoin worth over $700,000, in 2015.

But it appears that in the following two years, the policies of the agency regarding cryptocurrencies did not change much.
<h2>Revised Audit Version</h2>
In June 2020, a revised version of the Audit of DEA’s Income-Generating Undercover Operation has been <a href="https://oig.justice.gov/reports/2020/a20071.pdf" target="_blank" rel="noopener">introduced</a> by the US Department of Justice. A section in that Audit is specifically focused on virtual currency processes of DEA from the year 2015 to 2017.

The revised audit explained, “During our review of virtual currency activity in [Attorney General Exempt Operations], the DEA’s management of virtual currency-related activities was insufficient due to inadequate headquarters management, lack of policies, inadequate internal control procedures, insufficient supervisory oversight, and lack of training”.

It further asserted that the US Department of Justice is worried because it is being assumed that after the Silk Road Investigation was over the DEA did not impose any additional internal control specifically on those investigations which are related to virtual currency.
<h2>Inspector General Not Satisfied With DEA’s Guidance</h2>
According to the report, only two officers at DEA headquarters were working on this Virtual Currency Initiative and they do not even have any formal guidance to follow the translations. Also, the senior officials at headquarters were not investigating the matter properly.

In February 2018, a Virtual Currency Investigative Guide has been released by DEA after its communicated with the Inspector General’s office.

The report specified that the guide did not contain any policy but some instructions which could be easily updated to deal with Dark Web’s volatile environment.

But it is to be noted that the Inspector General was not convinced with this guidance.

The report finally stated that after evaluating the resources the DEA should create some internal control policies for the firm and also the appropriate record-keeping practices.
